Chief Information Officer
Neil is the Chief Information Officer at XReg Consulting, a group of former regulators with practical experience in formulating public policy and developing regulation for blockchain, Distributed Ledger Technology (DLT) and cryptoassets. He is also the Technical Editor for the Joint Working Group on interVASP Messaging Standard. His primary responsibilities include Data Governance, Data Modelling, Analytics and Enterprise Data Strategy.
Neil graduated from the University of Bath with a Bachelors in Computer Science and a Masters in Management. He started his career in London, working with various European Investment Banks in developing solutions to automate the generation of OTC derivative trade confirmations. After relocating to New York in 2007, he served as Solutions Architect for a tier 1 global bank before returning to London in 2011 to take on the role of Global Head of Enterprise Architecture at HSBC Global Banking and Markets. Among other transformational programmes, his work included the implementation of the first cross-industry utility for KYC for Investment Banks.
Neil continued to serve as Head of Data Provisioning for HSBC Security Services before moving to Gibraltar in 2015, where he took on the role of European Regulatory Technology Lead for the Gibraltar Financial Services Commission (GFSC), leading the programme to implement MiFIR Transaction Reporting.
Most recently, Neil worked at Jyske Bank as Head of Data Management, with responsibilities to oversee Client data quality, governance and analytics.
