As a Senior Consultant at XReg, Lloyd assists clients with navigating the complexities and opportunities of the EU’s Markets in Crypto Assets (MiCA) Regulation. He is an experienced lawyer and public policy adviser who has worked closely with regulators, as well as HM Treasury and other government departments in the UK.

Before joining XReg, Lloyd worked in a key role as a legal adviser, legislative drafter and policy lead for the government of Gibraltar which culminated in his appointment as Gibraltar’s first Solicitor General. He is also a member of the Financial Services Resolution and Compensation Committee (FSRCC). Prior to his role in government, he developed the legal and trust services offering for a Swiss private bank and co-founded a law firm that allied with select financial advisers to provide bespoke legal, trust and financial services to an ultra-high-net-worth family. Before moving back to Gibraltar, Lloyd worked in Canada and internationally in the public and private sectors.

Lloyd has participated in treaty negotiations with the European Union and has appeared as an expert before plenary sessions of the Council of Europe’s Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) in Strasbourg and the OECD’s Convention on Combating Bribery of Foreign Public Officials in International Business Transactions in Paris. Additionally, Lloyd is trained in the EU’s competition regime.
